Summary

About the Role:
The IT Supervisor I will lead and oversee the operations of King County's stormwater management data systems, supporting strategic initiatives, advancing data-driven decision-making, and ensuring compliance with the National Pollutant Discharge Elimination System (NPDES) permit requirements. As the product manager for the King County GIS Asset Inventory and SWS Cityworks AMS, this position will supervise and develop a team of six data and technology professionals.

This position performs work remotely and onsite.  

About the Team:
The Data and Analytics Unit (DnA), housed in the Water and Land Resources Division (WLRD) Director's Office, develops, modernizes, and maintains key information systems that King County relies on for daily operations, including stormwater, hydrography and land management, infrastructure and natural asset management, and environmental monitoring, such as water quality and fish passage. Our strategically-minded team of 14 professionals-geographers, environmental and data scientists, engineers, artists, and IT experts-actively drives modernization efforts, including leading the implementation of the WLRD Strategic Data Plan to improve operational effectiveness, accountability, and integration across programs, particularly through GIS, Asset Management Systems (AMS), and Customer Relationship Management (CRM).

With the addition of this position, the unit will strengthen its capacity to oversee King County's stormwater management data systems and improve project and product management processes, including for the Stormwater Cityworks AMS and the King County Stormwater GIS Asset Inventory. This role will enhance collaboration with partners, ensure data quality, and support the integration of technologies to centralize workflows and improve system functionality. By fostering team development and operational efficiency, the IT Supervisor I will help advance the unit's commitment to supporting compliance, environmental stewardship, and equity initiatives.

Job Duties

What You Will Be Doing:  
1. Supervise Staff and Foster Team Growth
Provide day-to-day supervision of staff, including assigning tasks, managing workloads, and conducting regular performance evaluations. Foster a culture of continuous learning and professional growth by mentoring team members, identifying development opportunities, and promoting an inclusive and collaborative work environment that aligns with King County's equity and social justice principles. Support hiring and onboarding processes to build and maintain a high-performing team.

2. Manage Key Asset Systems
Serve as the product manager for the King County GIS Asset Inventory and SWS Cityworks AMS. Lead the full lifecycle management of these systems, including identifying user needs, defining product roadmaps, and prioritizing system enhancements. Collaborate with cross-functional teams, King County agencies, and external jurisdictions to ensure the accuracy of the GIS Asset Inventory, align it with operational goals, and integrate it seamlessly with other technologies.

3. Drive Workflow and Process Improvements
Lead efforts to improve workflows and processes by managing process improvement projects in collaboration with subject matter experts in stormwater management, engineering, environmental sciences, and data/computer science. Identify inefficiencies and implement solutions to enhance program operations and system functionality, applying change management best practices to ensure successful adoption of updated technologies, workflows, and data governance policies.

4. Ensure Data Quality and Regulatory Compliance
Oversee data quality and related regulatory compliance efforts such that program data meets quality standards and is seamlessly integrated into division, department, and County data systems. Support the development of reports and tools that meet NPDES and other regulatory requirements, facilitating data-driven decision-making and accountability.

5. Collaborate with Internal and External Partners
Collaborate with partners to align systems with operational goals. Build strong partnerships with internal teams, King County agencies, and external jurisdictions to ensure complete and accurate data, enhance system functionality, integrate technologies, and support King County's commitments to efficiency, equity, and environmental stewardship.

Experience, Qualifications, Knowledge, Skills

Qualifications You Bring:

  • Bachelor's degree in Computer Science, Geosciences, Data Science, Engineering, or a related field, and a minimum of five years of demonstrated experience working with complex data systems or technologies, including serving as a primary contributor to at least one system design, development, and implementation project for a large or complex project; OR any combination of experience, education, and training that provides the required knowledge, skills, and abilities to perform the work.
  • Demonstrated experience leading multi-disciplinary teams to gather business requirements, improve processes, and deliver data solutions that manage and enhance operational efficiency across workgroups. Proven ability to facilitate collaboration, streamline workflows, and align systems with organizational objectives. 
  • Demonstrated experience collaborating with cross-functional teams to identify and document business requirements, translating operational and technical needs into viable solutions. Proven ability to design, test, implement, and maintain user-focused applications, ensuring these meet organizational goals and support multi-user environments (more than 10 users).
  • Demonstrated experience coaching, mentoring, and developing team members, including providing constructive feedback to enhance performance, support professional growth, and foster a collaborative work environment.
  • Demonstrated ability to plan, organize, and provide customer service to support end-users while collaborating with diverse partner groups, including government agencies, external partners, and cross-functional teams, to gather requirements and ensure alignment with project goals.
  • Demonstrated experience managing multiple integrated data systems (e.g., GIS, AMS, CRM) to support team or departmental operational needs, ensuring seamless system integration, scalability, and accessibility for multi-user (more than 10 users) environments.
  • Demonstrated experience with GIS concepts, analysis techniques, and editing workflows, including a strong understanding of spatial data, geoprocessing tools, and the management of GIS data systems. Experience with asset management systems integrated with GIS, with the ability to support workflows that combine spatial data and asset lifecycle information.
  • Demonstrated experience with data visualization and reporting tools (e.g., Power BI, Tableau, or ArcGIS Dashboards) to communicate insights and support data-driven decision-making.

It Would Be Great if You Also Bring:
  • Experience supervising a team, including assigning tasks, managing workloads, mentoring staff, and conducting performance evaluations to foster a collaborative and high-performing work environment.
  • Experience managing utility or natural resource data in GIS, configuring GIS-centric asset management systems, or solution architecture in cloud technologies, e.g., Azure, AWS. 
  • Experience managing or analyzing environmental or regulatory datasets, such as those related to water quality, conservation, or land use, to support compliance and program objectives.
  • Experience using ArcGIS Online and ArcGIS Enterprise to build web and mobile solutions.
  • Knowledge of data governance practices and data quality management strategies to ensure accuracy, consistency, and security of GIS and asset management datasets.

Supplemental Information

Working Conditions:
Remote and Onsite Work Details: 
Employees in this role work remotely from a home location, with onsite reporting requirements typically once per week. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104).

Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.

Work Schedule: This full-time position works a 40-hour work week. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
